Yes.
Try either
chown nobody:nobody /tmp/ldifESlBSW.ldif
or
chmod a+r /tmp/ldifESlBSW.ldif

If this is till a problem, what does the command
getenforce
returns?

and also:
id
ls -ldZ /tmp
ls -lZ /tmp/ldifESlBSW.ldif
