Administer the 389 Server through Windows?

Yes. If you have installed the server with setup-ds-admin you  have
also the admin server running on your ldap server. And you can access
it from your windows workstations with 389 console
(http://port389.org/download/389-Console-1.1.4.a1-i386.msi for 32-bit
windows, for more details
