I run into a similar problem:
SuSEs apache2 comes with apxs2 but not with apxs as searched by dsbuild:

make[1]: Leaving directory `/opt/src/dsbuild/ds/mod_nss'

My workaround then was:
lanldap2:/usr/local/bin# ln -s /usr/sbin/apxs2 apxs
but now the dsbuild terminates with:
