Building Management Console in Debian

What version of JSS are you using?  You should be using version 3.5.1.  
Take a look at the "imports.FC3" file to see the component versions (and 
locations) used.

I don't know of any Debian specific binaries that are available for the 
required non-java components (NSPR, NSS, and JSS), so you may have to 
build them.
